Starburst Background
To begin, draw a blue (2757ac) rectangle using the "Rounded Rectangle Tool" with a radius of 15.
  Now right click the rectangle layer and select, "Blending Options...". Now click on "Gradient Overlay".

Follow the illustration in fig. 1 and click "OK."

You should now have the following:

Using the "Rectangular Marquee Tool" create some lines or vertical rectangles as I have done below. Use the "Shift" key on your keyboard to add following rectangles. Next, create a new layer and then fill with blue (003287).
Now go to the main menu and select "Filters" then "Distort" and lastly "Polar Coordinates" and use the below settings.

You should now have the following image.

Now "Ctrl" click the new starburst layer and then inverse the selection by going to "Select" then "Inverse." Hit "Delete" on your keyboard then deselect the selection.

Now you can duplicate the blue rectangle layer and move it to the top of the layers pallete. Turn the fill down to 0%.
  Now right click the rectangle layer and select, "Blending Options...". Now click on "Drop Shadow".

Do not click "OK" yet. Still more to do.
  Now click on "Inner Shadow".

You may now click "OK."
