To begin this tutorial, using the "Pen Tool" draw out a diamond shape like below. Make sure that 0060FF is your foreground. You can also use the "Custom Shape Tool" and select the diamond shape from there.
  Now that you have your diamond, you can now right click on the diamond layer and select, "Blending Options...". Now click on "Drop Shadow".

  Now click on "Outer Glow".

  Now click on "Inner Glow".

  Now click on "Satin".
  use settings at left.
You may now click "OK."
You should now have the following:
"Ctrl" click your diamond layer and then go to the main menu and chose "Select" then "Modify" and lastly "Contract." Contract by 5 and hit "OK." Create a new layer and change the blending mode to "Color Dodge." Make sure that 0060FF is still your foreground color and choose the "Brush tool" from the toolbar. Brush size will be 20 and Hardness at 0%. Now brush only on the inside, right of the selection.

After deselecting you should have the following:
The Results!!!
I've added a sparkle to the jewel but you can also add other things such as reflections or glares. Experiment with it. I certainly did.
