Now create a new canvas 350 x 180, then go ahead and choose the text tool. I chose the graffitti typeface "PT Banana Split " at a size of 135 with 0084ff as the color.
  Now that you have your text, you can now right click on the text layer and select, "Blending Options...". Now click on "Stroke".
  use the settings at left.
You may now click OK.
You should now have the following:
Now "Ctrl" click the text layer to create a selection around it and go to the main menu and click on "Select" then "Modify" and lastly "Expand" set it to 5 and click OK. Next, create a new layer and go to the main menu and select "Edit" then "Fill" and fill with black. Move this layer so it is below the text layer in the Layers Pallete.
You should now have the following:
Now "Ctrl" click the text layer again to create a selection around it and go to the main menu and click on "Select" then "Modify" and lastly "Contract" set it to 5 and click OK. Next, create a new layer and go to the main menu and select "Edit" then "Fill" and fill with 74b9f7.
You should now have the following:
Now go to "Filter" then "Blur" and then "Gaussian Blur" and use the below settings.
You should now have the following image.

Next, select all layers in the Layers Pallete except the background layer and select "New Group from Layers" in the Layers Pallete menu. Duplicate the grouped layers and set the Blending Mode on the new group to Vivid Light and turn the opacity down to 35%.

Now "Ctrl" click the text layer inside the new group to create a selection around it and go to the main menu and click on "Select" then "Modify" and lastly "Contract" set it to 10 and click OK. Next, create a new layer and go to the main menu and select "Edit" then "Fill" and fill with 1a4d94.

You should now have the following image.
Now go to "Filter" then "Blur" and then "Gaussian Blur" and use the below settings.
Now, merge all layers in the Layers Pallete except the background layer.
  Now right click on the merged layers and select "Blending Options..." Now click on "Outer Glow".

  Now click on "Bevel and Emboss".
