To begin this tutorial, create a new document and then go to "Filter" then "Render" and lastly "Clouds."

Go to "Filter" once again and select "Artistic" then "Film Grain." Use the below settings. |

Your image should now resemble the below image. |

Now go to "Filter" then "Blur" and then "Motion Blur." Use the below settings and click "OK." |

Now lets color the layer by going to "Image", "Adjustments" and lastly "Hue and Saturation." Use the below settings. |
