Blacktop Texture
We'll begin this tutorial, by creating a new canvas with a size of your choice. Make sure the foreground is black, Then go to "Filter" then "Render" and lastly "Clouds."
Now go to "Filter" then "Noise" and lastly "Add Noise." Amount = 20%. Make sure both "Gaussian" and "Monochromatic" are both checked. Click "OK."

Now go to "Selection" then "Color Range" and select White as the sample color. Click "OK" and hit "Delete" on your keyboard.
  Now right click on the layer and select, "Blending Options...". Now click on "Bevel and Emboss".

You may now click "OK."
You should now have the below image.
The Results!!!
I also added a yellow (FFF600) rectangle and transformed, changed the blending mode to "Soft Light." I then duplicated that layer turned the fill down to 50% and changed the blending mode to "Overlay."
