We'll begin this tutorial, by creating a new canvas with a size of your choice. Make sure the foreground is black, Then go to "Filter" then "Render" and lastly "Clouds."

Now go to "Filter" then "Noise" and lastly "Add Noise." Amount = 20%. Make sure both "Gaussian" and "Monochromatic" are both checked. Click "OK." |

Now go to "Selection" then "Color Range" and select White as the sample color. Click "OK" and hit "Delete" on your keyboard. |

Now right click on the layer and select, "Blending Options...". Now click on "Bevel and Emboss". |

I also added a yellow (FFF600) rectangle and transformed, changed the blending mode to "Soft Light." I then duplicated that layer turned the fill down to 50% and changed the blending mode to "Overlay." |
